The Pennsylvania Narcotic Officers’ Association (PNOA) was founded in 1990 by law enforcement officers from the Pennsylvania State Police, the Pennsylvania Office of Attorney General, and municipal and county agencies to provide specialized training and foster collaboration among drug enforcement professionals.

PNOA hosts an annual training conference in Harrisburg, Pennsylvania, typically held in late March or early April. The 2026 conference will take place on March 25–27 at the Red Lion Hotel in Harrisburg.
